Turnaround. Plan review is required for service of 400A or more, PV or energy storage systems. A few other categories, and takes approximately 15 to 20 business days per the city form. Smaller jobs are not on the plan review list. EV charger permits are reviewed by Building Safety, then emailed as an approved permit or as a request for an inspection.

EV charger permits. The city runs an online EV charger application (an OpenForms form with an eligibility checklist) after the owner reads the city's general guidelines. Building Safety reviews it and emails either the approved permit or an electrical inspection request. Follow-up inspections are scheduled after that.

Inspections. Building Safety emails the inspection request after review for EV chargers. For other electrical permits call (310) 253-5800 or email [email protected]. City Hall hours: Monday to Friday 7:30 am to 5:30 pm, closed alternating Fridays.

No city-run rebate is listed for Culver City. See the rebate finder for programs from SCE and the state.

Reading the permit form

Culver City prices electrical work from a short permit form, and the fee table above shows each line. What matters is how the lines combine. A charger is counted as a 240 volt branch circuit, with no separate charger line, and a panel swap is one flat line. The percent surcharge applies on top of everything. So the cost of a panel swap plus a charger is the sum of a few small items, and the permit is a minor part of the job compared with the equipment and labor. Compare it with the panel upgrade cost page.

Online charger permits and plan review

The charger path is an online form with an eligibility checklist, then an emailed permit or inspection request, with no counter visit for a simple charger. Read AB 1236 EV charger permit rules for the state rule behind it. Plan review of about 15 to 20 business days applies at 400 amps or more and for solar or storage, so a 200 amp swap with no solar skips it, but adding a battery does not. See the 400 amp service page and the home battery page.

Old, small and mostly not single-family

A 1963 median year means many Culver City panels have outlived their first set of appliances: 59 percent of homes predate 1970 and 25 percent predate 1950. Only 45 percent of homes are single-family, and 33 percent heat with electricity. In older houses the common triggers are adding air conditioning, a charger or a heat pump to a service that was sized for far less. Climate zone 8 is warmer than coastal Santa Monica, which is why cooling is a frequent reason for a 200 amp upgrade. Condos and townhomes bring the HOA into charger and panel decisions, covered on the condo charger page.

SCE wires, CPA power, LADWP across the line

SCE serves the whole city and delivers the power, while Clean Power Alliance buys it by default. After the city passes the inspection, SCE sets or releases the meter, a separate step with its own queue. Count on several weeks from permit to power, not days. See the panel upgrade timeline.

Outages

No shutoff event has been reported here. Outages in local news were equipment related, such as 872 homes and businesses on December 26, 2015, and a vault explosion near Pearson Street and Jefferson Boulevard that cut power to 1,184 customers.

Working with SCE on a service change

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

SCE serves the whole city. Culver City is a member of Clean Power Alliance (it set a 100 percent renewable default when the program launched), so bills split into SCE delivery and CPA generation. The LA city line is close on the north and east sides: Palms, Mar Vista and West LA across the line are LADWP, not SCE.

Per SCE Rule 16, SCE sets or releases the meter only after the building department confirms the customer-side work is inspected.

EV rate. CPA customers pay CPA generation prices, so published SCE all-in rates will not match the bill.

Questions about electrical work in Culver City

What do Culver City permit fees add up to for a 200 amp swap and a charger circuit?

About $193 before a 5.44 percent technology surcharge: a $114 issuance fee, $53 for a service panel up to 200 amps and $26 for one 240 volt circuit. That comes from the city's April 2025 permit form, so the current fee ordinance may differ. Call (310) 253-5800 to confirm.

How do I get an EV charger permit in Culver City without going to City Hall?

Use the city's online application, which is an OpenForms form with an eligibility checklist. Read the city's general guidelines first. Building Safety reviews it and emails either the approved permit or an electrical inspection request. Follow-up inspections are scheduled after that, so a simple charger needs no counter visit.

Does a 200 amp panel upgrade in Culver City need plan review?

Not on the city's form. Plan review is required for services of 400 amps or more, for solar and energy storage systems, and for a few other categories, and takes about 15 to 20 business days. A 200 amp swap with no solar is not on that list. Confirm with Building Safety if your job also adds a battery.

I live near the Los Angeles city line. Is my utility SCE or LADWP?

Inside Culver City it is SCE. Addresses on the Los Angeles side of the line are on LADWP. The two utilities have different meter steps and rebates, so look at the name on your bill before you read a rebate guide.

Does Culver City require new homes to be all-electric?

It depends on the permit date. The city adopted phase one of a building electrification reach code in 2020 and has since put more reach code policies for new construction out for community feedback. The city's electrification page has the current requirements and dates, so check it or ask Building Safety before you design a new build.
