Power from LADWP

EV charger installation in Los Angeles

A Los Angeles charger is a city utility job: LADWP owns the wires, and where the house sits, Valley, hillside or coast, shapes how much panel room is left.

LADWP is not SCE

Most of Los Angeles is served by LADWP, a city department, while neighboring cities run on SCE. That matters when you read online advice, because many charger rebates, rate plans and lead-time claims you will find are for SCE customers and do not apply here. Check your bill first. Then use the LADWP programs guide and ask the electrician which LADWP steps they have done before. A contractor who works mostly in SCE cities may miss one.

Hot Valley, cool coast

Downtown averages in the mid 80s in July, but Valley neighborhoods such as Woodland Hills and Sylmar run much hotter, and air conditioning there can run on several units at once. A charger that finishes overnight overlaps with late-evening cooling, so the load calculation should count every unit. Near the coast, air conditioning is a smaller load and the same panel often has room to spare. Tell the electrician where the house sits and ask them to size the circuit to what the panel can carry. Compare plans on the charger cost page.

About 57% of Los Angeles homes were built before 1970, with a median year of 1965, so confirm the service size instead of assuming it.

Hillsides, fire areas and rebuilds

Large parts of the Hollywood Hills, Brentwood, Encino, Tarzana, Sunland-Tujunga, Porter Ranch and the Santa Monica Mountains are in LADWP’s elevated and extreme fire-risk tiers. LADWP does not run SCE-style shutoffs by program, but it has warned customers in those areas to prepare for outages longer than 48 hours if fire crews ask for power to be cut. A charger will not run during an outage, so keep a plan for the car. Pacific Palisades owners who rebuild are being moved to underground power in phases, and the city suggests a combination service panel with conduit to the street. Ask about that before pouring a new garage slab.

Apartments, condos and rentals

Fewer than half of city homes are single-family, and 36% are owner-occupied. Owners in an association can use Civil Code 4745, covered on the HOA and condo charger page. Tenants can use Civil Code 1947.6, which requires a landlord to approve a qualifying written request at the tenant’s assigned space. See also the Los Angeles city page and the EV charger overview.

Charger permit path

LADBS added residential EV chargers to its Express Permit list, so a simple Level 2 charger without a panel upgrade is permitted online with no plan review (per the LADWP Charger Installation page). LADWP asks the owner to submit its Residential EV Charger Request Form first, then the electrician gets the LADBS permit and schedules inspection. The LADWP rebate needs the permit shown as finaled. State law (AB 1236, Government Code 65850.7) requires every city to run an expedited, checklist-based EV charger permit process.

Questions people ask

Do I need to tell LADWP before installing a Level 2 charger?

Yes. LADWP asks owners to contact their Electric Service Representative at least two weeks before the install so it can check the transformer and lines on your street. Skipping the call risks surprises later. Ask your electrician whether they have already made that call.

Is a separate EV meter worth it at LADWP?

It depends on how often you charge. LADWP has no stand-alone EV rate, but a charger on its own meter and a time-of-use plan earns a discount on base-period use. The second meter socket adds an electrician's cost. Heavy overnight chargers gain most, so get quotes with and without the meter.

Can LADWP shut off my power during a Los Angeles fire warning?

It can if fire authorities ask it to de-energize lines. LADWP does not run shutoffs the way SCE does, but it has told customers in its elevated and extreme fire-risk areas to prepare for outages longer than 48 hours. A home battery is the usual way to keep a charger and key circuits running.

Can I get a charger if I rent in a Los Angeles apartment?

Often yes. Civil Code 1947.6 requires a landlord to approve a written request for a charger at your assigned space on leases signed or renewed after July 1, 2015, with exceptions for small lots. You pay the costs and carry insurance. Send the request in writing with the electrician's plan.
