Electrician in Redondo Beach: EV charger permit lines and coastal climate

Redondo Beach lists a residential EV charger permit at $536 and a panel change-out at $87, so the charger costs more to permit than the panel. Cool summers mean cooling is rarely the reason to upgrade.

Turnaround. Over-the-counter electrical permits (reroof, electrical, plumbing, mechanical) are issued through the iWorQ online portal. EV charger permits go through plan check: the city says comments are provided in a timely manner and the permit is issued once they are resolved.

EV charger permits. The city has its own EV Charging Station Checklist (March 2026). The applicant applies in the iWorQ portal and uploads a title page, site plan, electrical plan, an electrical service load calculation and a single-line diagram. The Building Division does the plan review and inspections, and Planning approval is not required unless the Building Official finds a specific adverse impact on health or safety.

Inspections. Inspections are scheduled through the iWorQ portal permit search (city handout 'Scheduling Inspections').

No city-run rebate is listed for Redondo Beach. See the rebate finder for programs from SCE and the state.

Two prices that look backward

On the city’s fee schedule effective July 1, 2026, a single-family service, sub-panel or change-out up to 400 amps is a small line, and a residential EV charging station is a much larger one. Battery backup sits on the same larger line. The schedule does not say whether the charger line replaces the issuance fee, so check by phone before comparing quotes. A circuit added to an existing panel is the cheapest line of all.

That helps when you compare bids. A panel swap bundled with a charger may be permitted differently than a charger alone, so ask each electrician which lines they expect. Typical ranges are on the EV charger with panel upgrade cost page and the panel upgrade cost page.

The plan set

The checklist asks for a load calculation and a single-line diagram for every Level 2 charger. Planning approval is not required unless the Building Official finds a specific adverse impact on health or safety. The Building Division at 415 Diamond Street does the plan review and inspections. Read load calculation explained so you know what the electrician is submitting.

If your charger goes in a shared garage, see the HOA and condo page.

Dense coastal lots

Two in three Redondo Beach homes were built before 1980, and 42 percent before 1970, with 25 percent before 1960. Only 53 percent of homes are single-family and 53 percent are owner-occupied, so a lot of buildings are townhomes, condos and small multi-unit lots. Where the meter panel is on a side wall next to a neighbor, that affects where a new panel can go, so ask the electrician to look at clearances before quoting.

About 32 percent of homes heat with electricity. The city also has ADU pages, including pre-approved plans and legalization of existing units, and those jobs usually come with a subpanel review. See ADU electrical requirements.

Cool summers, short outages

Coastal summers are cool, and many houses have no central air, so cooling is not the main driver here. Chargers, induction ranges and heat pumps are. For the last, see heat pump electrical requirements.

Outages here come from equipment faults, not wildfire shutoffs. In October 2016 a wiring error at a Torrance substation cut power to about 100,000 SCE customers, Redondo Beach among them, for up to 80 minutes. A battery is a comfort choice in this city, not a fire-season one. Nearby, Torrance shares the same utility.

SCE: meter, service and rate steps

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

SCE owns the lines and meters. Redondo Beach is a Clean Power Alliance member city (it voted to move its default to 100 percent green power starting October 2022). Bills show SCE delivery and CPA generation. The AES Redondo Beach Generating Station, a 1,300 MW gas plant on the waterfront, shut down on December 31, 2023 after regulators declined to extend it as a backup peaker.

EV rate. SCE TOU-D-PRIME for customers who attest to an EV, home battery or electric heat pump; CPA customers see CPA generation prices.

Questions about electrical work in Redondo Beach

How much is an EV charger permit in Redondo Beach?

The city's FY 2026-27 fee schedule lists a residential EV charging station at $536, effective July 1, 2026. The schedule does not say whether that replaces the $63 issuance fee and circuit fees, and a records and technology surcharge also applies. Ask the Building Division at (310) 318-0636 how your total adds up.

What do I need to submit for a Redondo Beach EV charger permit?

More than a form. The city's March 2026 checklist asks for a title page, site plan, electrical plan, an electrical service load calculation and a single-line diagram showing busbar capacity, breaker sizes and wire sizes. Plans are uploaded in the iWorQ portal and must be at least 11x17 inches.

Why is a Redondo Beach panel change-out permit so much cheaper than the charger permit?

The city lists $87 for a single-family new service, sub-panel or change-out of 400 amps or less, including circuits, outlets and switches, plus a $63 electrical permit issuance fee. A meter reset is $58. Surcharges for records and technology are added as a percent of permit fees. Installed cost is a separate, larger number.

Is my Redondo Beach power from SCE or Clean Power Alliance?

Both. SCE owns the lines and meters and delivers the power. Clean Power Alliance supplies the generation by default, and the city voted to move its default to 100 percent green power starting in October 2022. A panel upgrade is an SCE and city matter, and your EV rate plan combines SCE delivery with CPA generation.

Can I pull an electrical permit online in Redondo Beach?

Yes. Over-the-counter electrical permits are issued through the iWorQ online portal, and inspections are scheduled there too. EV charger permits go through plan check first. The city does not publish a day count, so expect to wait for review comments to be resolved before the permit is issued.
