Power from SCE

Electrician in Pomona: financed battery programs change the panel scope

Pomona buys power through Pomona Choice Energy while SCE keeps the wires and the meter. That split decides which rebates apply to you and who you call for a new service.

A bill with two names on it

Pomona Choice Energy was created by the City of Pomona, and residential service began in October 2020. Most nearby SCE cities do not have this. The line between the two is simple. Pomona Choice Energy sets the generation rate. SCE owns the poles and meters, sends the bill and does the service work.

SCE’s TOU-D-PRIME plan is aimed at homes with an EV, battery or heat pump. Whether it pairs with your supply, and what Pomona Choice Energy charges, are questions for 909-620-2079. For a rate overview, see time-of-use rates for EV owners.

The battery loan and the extra panel

Pomona Choice Energy runs a Power Choice program for home battery backup. Ask the program how the payment is structured, how long it lasts and what the total comes to, and compare that total with a cash install, because a charge on the bill is not a rebate.

A battery means a backup subpanel. See critical loads subpanel and home battery installation for what the electrician wires and why. No SCE shutoff that cut power to Pomona itself has been reported, so the battery here is more about outages in general than about wildfire.

Housing that varies by street

Pomona changes block by block. Eighteen percent of homes predate 1950, 41 percent predate 1960 and 55 percent predate 1970, while 12 percent went up after 2000, and the median year is 1967. That spread means panel upgrades and rewiring come up on very different streets. If your house is in an older district, ask the city whether historic rules apply before you move a service mast or meter.

Pomona sits in a hot inland-valley climate, so air conditioning peaks are strong in summer. Check 200 amp panel upgrade when you add a heat pump or a charger to a service that already carries a big cooling load.

City Hall and the paperwork

Building & Safety is at 505 S. Garey Avenue, phone (909) 620-2371. City Hall is open Monday to Thursday and closed Fridays. The city’s master fee schedule lists electrical fees, but it does not publish a turnaround online, so ask when you apply. Bring the load numbers for your service, since the panel diagram handout is how the city sees what a charger will draw.

Two programs may help on paper. Efficient San Gabriel Valley offers a free whole-house energy assessment, but it does not cover solar, batteries or chargers. SCE’s Charge Ready Home rebate is limited to income-qualified or disadvantaged-community households, and Pomona Choice Energy customers should ask whether they qualify. The Charge Ready Home guide has the terms.

Next door, Claremont and Chino Hills have their own city pages.

Getting power work done with SCE

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

SCE continues to bill, maintain the lines and handle new service requests and emergencies. Pomona is on the SCE Service Territory Cities list.

The city's Building and Safety site has a 'Requesting Power Service' page with SCE guidance for panel and meter work.

Questions about electrical work in Pomona

Who do I call for a new service in Pomona, SCE or Pomona Choice Energy?

Call SCE for the service and meter. Pomona Choice Energy supplies the power, but SCE still owns the poles and wires, bills you, and handles new service requests and emergencies. Call Pomona Choice Energy at 909-620-2079 for questions about your supply rate or program eligibility.

Do SCE's EV and battery rebates apply if I am on Pomona Choice Energy?

Not always. SCE's Charge Ready Home is listed for SCE-bundled customers, and Pomona Choice Energy customers are not bundled for generation. Call Pomona Choice Energy at 909-620-2079 before you count on an SCE incentive, and get the answer in writing before the install.

How does the Power Choice battery program change my panel work?

A battery adds a backup subpanel or a protected-loads panel to the electrician's scope. The Power Choice program finances the battery with no down payment through a 25-year charge on your electric bill. It is financing, not a cash rebate, so compare the total cost with paying for a battery outright.

What do I submit to Pomona for an EV charger permit?

The city's forms page lists a Residential EV Checklist and an Electrical Panel Diagram handout, plus an Electrical Permit guide. California's AB 1236 also requires an expedited charger permit path. Bring the load numbers for your service, since the panel diagram is how the city sees what the charger will draw.

How is a solar permit handled in Pomona?

The city lists SolarAPP+ for rooftop solar, which can auto-issue a permit through its Civic Self Service portal. A battery adds a second layer, because solar with battery storage must also meet Los Angeles County Fire Department requirements on top of the city permit. Ask the city which rule applies to your plan before you sign a contract.
