Power from GWP
Electrician in Glendale: charger rebate when the panel is upgraded
Glendale runs its own power company, GWP, which adds $800 to its charger rebate when a panel upgrade is part of the job. SCE programs do not apply here, and 55 percent of homes predate 1970.

Different from SCE: your meter and rebates come from GWP.
Glendale is served by Glendale Water & Power (GWP), not Southern California Edison. Service upgrades, meter work and rebates go through that utility, so SCE programs do not apply.

A city utility changes the paperwork
GWP is Glendale’s municipal utility. Southern California Edison programs such as Charge Ready Home and SGIP do not apply to GWP customers, so a rebate with an SCE logo is not for this address. The city-utility rebate guide lays out how Glendale differs from its neighbors.
GWP is unusual because its charger rebate pays toward the panel too, and households in its Glendale Care program get higher amounts. A $20 monthly off-peak incentive covers Level 2 charging overnight on weekdays and any time on weekends. Rebate pages change, so check with GWP before you buy. See the panel upgrade cost page for the size of the job.
The permit side
The Permit Services Center is at 633 E. Broadway, Room 101, and its counter hours close on Fridays. Permits go through the Glendale Permits portal, where an account is required, and inspections are requested there too. The city’s fee schedule lists single-family service fees by size (up to 225 amps, 226 to 400 amps and over 400 amps) but no charger line and no turnaround time, so ask for a quote at the counter before you commit to a bid. Ask also whether your job needs plan review, because that is what stretches a permit from days to weeks in most cities.
GWP’s EV page links an expedited permit process for chargers on single-family homes, duplexes and ADUs. The AB 1236 guide explains the law behind it. The utility coordination guide shows how the GWP and city steps fit.
Older homes and apartments
Glendale’s older blocks run deep: nearly 3 in 10 homes were built before 1950 and a little over half before 1970, against a 1966 median. Pre-war bungalows and Spanish-style houses are in the older neighborhoods, and older houses often have small original service, so a charger or heat pump can push past it. Only 37 percent of homes are single-family, so a lot of Glendale work happens in condos and apartments. Check HOA and condo chargers before buying a unit.
The city also suspended enforcement of its local all-electric requirement for new construction on June 4, 2024, which affects new-build plans only.
Hillside homes and fire weather
Homes under the Verdugo Mountains get Santa Ana wind days, and GWP publishes a wildfire mitigation plan. Read the wildfire zone guide and backup options. Across the hills, Burbank also runs its own utility, with different programs.

Fire weather and power shutoffs
Shutoff record: None on record
No PSPS event is documented for Glendale. GWP's wildfire page says it may, as a last resort, temporarily turn power off when extreme conditions threaten the system, weighing wind speed, temperature, humidity and field observations. That its wildfire risk within Glendale is low. Because the grid is interconnected, a shutoff could affect any customer.

Questions about electrical work in Glendale
Does Glendale Water & Power pay for part of a panel upgrade when I add an EV charger?
Yes, as part of the charger rebate. GWP lists $200 for a non-networked charger or $599 for a networked one, plus $800 when a panel upgrade is part of the job. Glendale Care participants get $300, $700 and $1,000. Amounts change, so confirm current terms with [email protected] before you start.
Is the L-1-B time-of-use rate worth it with a home charger in Glendale?
It may be. GWP lets residential customers pick L-1-B instead of the standard L-1-A. The math depends on when you charge, so compare both rate sheets against your own bill. GWP also pays a $20 monthly off-peak charging incentive for Level 2 charging, which belongs in the comparison. Ask GWP for both rate sheets.
Who do I call in Glendale for a service upgrade, GWP or the building department?
Both, for different things. GWP Customer Service Engineering handles the utility side, and the Permit Services Center, (818) 548-3200, handles the city permit. GWP does not publish meter release steps or lead times online, so ask both offices for their sequence before you schedule the electrician.
Will my power be shut off during a wildfire or Santa Ana wind event in the Glendale hills?
It could be, though it is unlikely. GWP says it may turn power off as a last resort when extreme conditions threaten the system, and it rates its wildfire risk inside Glendale as low. Because the grid is interconnected, a shutoff could still affect any customer. A battery or generator inlet is the backup plan.
I live in a Verdugo hillside house. Do hillside fire rules change my electrical work?
Possibly. The city's Development Services page points to a High Fire Hazard Severity Zone resource for hillside parcels. Ask the city whether your address falls in the zone and what the zone changes for your permit, since hillside parcels can face extra conditions that flat-lot permits do not.
