EV charger installation in Ontario, California
Whether a charger is a simple circuit or a panel job in Ontario depends on the street. Newer Ontario Ranch homes tend to have room; older Model Colony homes often do not.

Two kinds of Ontario house
Ontario Ranch, in the south, is a master-planned area where the city says 1,200 homes were added in 2023. Those houses usually start with a modern panel. The charger question there is capacity: a heat pump, an ADU subpanel or central air can fill a panel that was new a few years ago. The older Model Colony grid near Euclid Avenue and downtown has mid-century and earlier houses, and half the city was built before 1980. Those panels are more often too small, and a charger turns into a panel job. A load calculation separates the two cases, and the cost page for a charger with panel work shows the typical SoCal range, dated October 2026.
Getting the permit moving
The fee table has no line named for chargers, so the permit technicians decide how a charger circuit is classed and priced. Ask them for the amount at issuance before you accept a quote that promises a fixed permit cost. The AB 1236 guide explains the expedited review state law requires. A good question for the counter is which documents the electrician should bring so the first filing is complete. The counter has weekly closures, so confirm hours before a trip.
Summer heat and the SCE rate
July highs run near 94 F, central air runs from June through September, and about two in three homes are single-family with a garage. Only SCE sells electricity here, since the city’s own utility handles water and sewer. A household that charges after 9 p.m. fits SCE’s time-of-use plan for EV homes best, and the time-of-use guide helps compare plans before switching.
Help with the panel, not the charger
Some SCE customers can get help with the work behind a charger, namely the panel and a dedicated circuit. It is aimed at income-qualified and disadvantaged-community households, and SCE takes applications while you plan, during the work or up to six months after. See the Charge Ready Home guide for conditions, and the Ontario city page for local context. Inspections go through the city’s inspector line, so ask the electrician to book early in the week; a failed inspection delays the first charge.
Charger permit path
AB 1236 (Gov. Code 65850.7) requires every city to run an expedited, administrative review for EV charger permits and publish a checklist, and AB 970 (Gov. Code 65850.71) adds review timelines (GO-Biz). Ask the permit technicians how the city applies its checklist.

Questions people ask
Will my Ontario house need a panel upgrade for a Level 2 charger?
It depends on spare capacity, not age alone. Homes in Ontario Ranch usually start with a modern panel, and the question is whether a heat pump, ADU or big air conditioner already uses it up. Older Model Colony houses are likelier to need an upgrade. A written load calculation settles it before anyone orders equipment.
Does TOU-D-PRIME suit an Ontario EV owner?
It can. SCE offers it to customers who attest to an EV, a home battery or an electric heat pump, and its peak runs 4 to 9 p.m. every day. Inland summer afternoons make air conditioning heavy in those hours, so compare against your own evening use. Prices change, so quote only from SCE's current sheet.
Who can get SCE help with the panel behind a charger?
SCE customers in income-qualified households, or in disadvantaged communities, may qualify for Charge Ready Home, which targets a panel upgrade and a dedicated charger circuit. Eligibility depends on your address and income, terms change, and SCE takes applications while you plan, during the work or up to six months after. Check the program page for current terms.
Can an HOA or a landlord in Ontario stop a charger?
Not for unreasonable reasons. Civil Code 4745 voids HOA rules that unreasonably restrict a charger in your unit or space, and the association must answer in writing within 60 days. For renters, Civil Code 1947.6 requires a landlord to approve a written request at the assigned space on leases from July 2015 on, with exceptions.
